Mr. Richardson is also expected to testify regarding payment of expenses for he, and a friend, to attend the 1996 Hawaii Captive Insurance Forum at the Mauna Lani Hotel, Kohala, Hawaii, arranged by Peter Lowe. He is also expected to testify regarding the reason why, in his position as Secretary/Treasurer of P&C Insurance Company, he approved P&C’s 1996 financial statements filed with the Hawaii Department of Insurance, when Bobby Harmon, the president of the company at that time, had declined to approve the financials due to alleged overcharges and fraud by P&C’s broker and insurance carriers, and questionable expenses, investments and unearned premium and loss reserves.
